After some more searching DDC in the LC catalogue. I see that more
than 300 have 00 form numbers, but 820 does not seem to be among them.

Some have done it due to its being in other 8XX numbers.

As Napolean said on his way to Elba, they should change nothing but my
sheets. DDC was a much easier system to used in earlier decades.
