I don't know about the journal article aspect. However, the 024 field can hold the DOI ( http://www.loc.gov/marc/bibliographic/bd024.html ). Use 1st indicator of 7 with a $2 containing the code doi. For example:

0247 |a 10.1787/9789524858366-fi |2 doi

I have also seen URLs in the 856 constructed using DOIs.

85640|u http://dx.doi.org/10.1787/9789524858366-fi

024 7\ $a<DOI>$2doi

If the article is being catalogued as a monograph, and the article has
its own DOI, that is where it goes.

Often 530$u and 856$u URLs contain the DOI, but the 024 is needed
anyway for indexing. Be sure it is indexes in your standard number
incex.
