I have in hand a DVD with a Canadian art film/documentary about the
artists Georgia O'Keefe, Emily Carr, and Frida Kahlo. The DVD
contains an English language version of the film with English title,
English dialogue, English closed captioning, and credits in English.
The DVD also contains a French language version of the film with
French title, French dialogue, French subtitles, and credits in
French.
I don't have an answer for you, but I have a question to help me
contextualize the answer you will hopefully receive: Is either version
just dubbed over the other, or was it totally re-made from separate
footage (even if shot in the same sets, same sequence, etc) for each
language?

I'm trying to decide if this counts as one work/manifestation with a parallel title, or if it counts as two works/manifestations in an item without a collective title. What do you folks think?

We would consider it two expressions (which means nothing since there
are no expression records) and two manifestations.

We would probably do one record however, the French version in 501 if
cataloguing for an Anglophone library, and the English in 501 if
cataloguing for a Francophone library. In both cases, we would have
7XXs for the other version.

Our clients don't like two records for one physical item.

How are the titles presented on the front of the packaging/container? Are they both given prominent billing? Do you know if they have every been published separately? I'm thinking probably not. Depending on the packaging information, I would more than likely treat them as one work/manifestation with a parallel title.
